Turning a picture into a cross stitch pattern?

I've never cross stitched in my life, but I found something threads and what not to do it with so I though I'd give it a try. I don't like any of the free patterns online. I want to use a picture of my fish. How can I make it into a grid pattern? I have Paint Shop Pro 9. Will that work?
