Just had power outage and my computer won't boot?

The power surge protector seems fine. I press power and it beeps once followed by a black screen with grey lettering. At the top of the screen it says:
check system health OK
Memory testing : 229376k + 32M shared memory

Then at the bottom of the screen it says:
Press Del to enter setup, ESC to skip memory test.

I try pressing delete and esc but nothing happens.I am not a computer wizz by any means but I hope this is enough info. Thanks for your help.

You say you just had a power surge (Is this what you mean by power outage?) whilst the computer was on? If so what did the computer do? freeze? turn off? I ask this because it sounds like you now have a memory problem. RAM is very sensitive to voltage and can be even damaged by touching it with your bare hands (electrostatic discharge). Try the following, which I do not think will work, but it will help identify the problem.

Start the computer and keep tapping the Del key and see if it will go into BIOS. If it does the same thing try starting again but this time keep tapping the Esc key and see whether it will by pass the memory test. If this does notwork try restarting the computer and tapping the F8 key to see whether it will start in Safe Mode. If these don not work and I do not think they will, try the follow;

Open up the computer and identify the memory modules. Make sure the computer is switch off and disconnected from the power supply. If there are two modules, remove one of them and try switching the computer on and allow to boot up. If it boots up then the module is bad. Repeat if it does not work by replacing the first module and taking out the second. Again see if it fires up. It is possible that it has damages both modules but you might be lucky and have saved one. If both are damages you have little alternative but to buy more memory. There is one more component that might be at fault and that is the power supply. I have seen many power supplies go down and the symptom is as described.The computer lights up but refuses to boot beyond a certain point. Power supplies are the most common problem component on the board. You could have it tested reasonably cheaply and might be the first thing to check before buying more memory.
