Yes there should be be for many reasons.

1. Safety and Understanding of what the scooter can and cannot do.

2. Understanding the rules of the roads.

I have seen many of these scooters stop traffic to a crawl, I have seen one scooter flip over after hitting a small hole in the road and these scooter are not meant to climb steep hills.

Some mobility scooters are not built to climb steep hills, while others are. It all depends, to get an idea of the specifications of mobility scooters, and the differences with specifications, visit the link I will share.
