Should drivers of mobility scooters?

Should a driving test be established for the drivers of mobility scooters?

The accident rate is rising.

    Yes there should be be for many reasons.

    1. Safety and Understanding of what the scooter can and cannot do.

    2. Understanding the rules of the roads.

    I have seen many of these scooters stop traffic to a crawl, I have seen one scooter flip over after hitting a small hole in the road and these scooter are not meant to climb steep hills.

    Typically mobility scooters should not be driven on the road, but the sidewalk. They should ad-here to the laws of the jurisdiction. Some mobility scooters are not built to climb steep hills, while others are.
