You're allowed 200 cigarettes duty-free, larger amounts may be brought into the US but will be subject to duty or tariffs of about $10 US per carton:

Incorrect info regarding lighters.

Since August of 2007, you are allowed either one book/box of safety matches or one soft flame butane lighter (Bic) or one absorbed fuel lighter (Zippo) in your carry on luggage on international flights originating from the US. You are NOT allowed any lighters in checked luggage unless it is in a DOT approved lighter case.

You will need to check on the rules and regs for lighters on your return flight.

Two hundred sticks or what ever is permitted as duty free in your destination but no matches or lighters.No airlines allow smoking in flight these days.
