Can you book a resort room without having to pay dining for that night?
I'm hoping to check into a resort room the evening before my park tickets take effect, and at the end of the vacation, leave in the morning without visiting any of the parks.
I want to use a dining plan. Am I able to opt out of dining for those days? Or can I choose the number of days I will have the dining plan?

This is sort of a Yes and No answer.
No, if you book all of your nights on a single package, then all nights must include dining. "The basic Disney Dining Plan includes one (1) Quick-Service Meal, one (1) Snack, and one (1) Table-Service Meal per person, PER NIGHT of your PACKAGE stay for everyone in the party ages 3 and over." ==>> Note that the DDP is only for package nights.
Now comes the YES portion. We typically book at least one night of our stay (either arrival night or the final night) as ROOM ONLY, not as part of our package. No park tickets, no DDP, just the room. We find that DDP provides too much food for us so we use our credits up on a couple of Signature meals. We typically hit Downtown Disney to either use the rest of our credits if our last package night is our final night or to eat out of pocket at Wolfgang Puck Express if our DDP ended earlier.
Keep in mind that your DDP credits are only good through Midnight of check-out day or your final PACKAGE day, whichever is first.
If you book a package deal, you do have to have the dining plan for each night of your package reservation, not true with tickets, though. You can buy the tickets for as long as you like. If I were you I would book three reservations.
The first night of your trip I would book a room only at the resort where you will spend your whole trip. The next morning you can check in for the major portion of your trip with the dining plan. For the last night you could do another room only reservation with no dining. When you check in that first night, have all three of your reservation numbers and ask to have them "linked" so that there is a really good chance you do not have to change rooms. It's a little bit of a pain, but not too badly. We actually stay in a different resort for that first night sometimes and then have our luggage transferred by Disney just so we can try another resort and see how we like it.
There are actually several different Dining Plans; the Deluxe Plan that includes three sit down meal credits a day and two snacks, the Regular Dining Plan that includes one fast food credit and one sit down meal credit and one snack a day, and the Quick Service Plan that includes two fast food credits and two snacks per day. There are even two plans beyond that, the Platinum and Premium plans that include dining and recreation and more!
