U.S green card holder..few questions about it...?

My bro and my dad both have US greencard and its been 2 years my bro didnt went back to US and almost 1 and half year my dad.....when my dad came back here,,,he stayed here for six months and when he was about to go back he got admitted to the hospital and ended up getting a bypass and doctor told him not to travel for atleast 6 months..then his liver and kidney started acting up 
....now he gettin better and he can travel now....and bro stayed here with him...
My question is since i knoe u can only stay less than 11 months outside US if u hold a greencard...
Is there is any chance that they would show the immigration ppl his reports and doctors note and would they let him n my bro in...and if not can they even deport them back here or they'll make them surrender there greencards or passports or someother thing and then they'll let them in...i just wanna knoe wat can we do now..mine pr is fine its them...is it still valid,,,can they come over to US at any possible situation

Under the most favorable circumstances, the residency is considered abandoned after 1 year out of the US without a Reentry Permit, or 2 years with a Reentry Permit, which needs to be applied for, received for, and used before leaving the US.

Once the time frame of 1 year (or 2 years) has exceeded, they won't be let in again. They then would have to apply for an IR-1 visa, which is a "returning resident" visa at the US Embassy/Consulate in their country. The IR-1 is like an entry pass to the US, and once there, they have to apply for Adjustment of Status via form I-485.

No way around it. None. Not even if dad was in a coma.

They no longer have green cards,they abandoned them when they remained out of the country for so long.
There is a slight chance your father would be able to reinstate his green card if he can show proof of his medical condition and the Doctors recommendations. Your brother will not be able to reinstate his,he had no valid reason to be out of the country for two years.
