All instruments will eventually go out of tune, and almost all are tuned to A-440. Some instrumentss that are "C"Instrumentsts are flute, oboe, and piano. Also, there are not really any "cheap" instruments. They may be cheap if you buy them secondhand, such as at a garage sale.
