percussive instruments like a xylophone or chromatic bells would ,unless you damaged it , never go out of tune, but they tend to be expensive

A synthesizer (of varying prices) or maybe a toy piano, though some might be more expensive than others -- http://www.youtube.com/watch?v=EIPtKgGedsk
This Schoenhut toy piano is under $50 -- http://www.buy.com/prod/schoenhut-my-first-piano-ii-white/q/sellerid/11981947/loc/20269/211906459.html http://www.youtube.com/watch?v=uhhChMjtuAQ -- I just wonder if temperature might cause it to go out of tune.
Maybe a electronic toy piano? http://www.youtube.com/watch?v=4A_A6Ld68ZA
All instruments will eventually go out of tune, and almost all are tuned to A-440. Some instrumentss that are "C"Instrumentsts are flute, oboe, and piano. Also, there are not really any "cheap" instruments. They may be cheap if you buy them secondhand, such as at a garage sale.
