This would occur in the caser where you prepare a 1.0M solution of HCl
HCl is a strong acid and dissociates completely.
Therefore [H+] or if you prefer, [H3O+] = 1.0M
pH = -log [H+]
pH = -log 1.0
pH = 0.00.
The pH of a 1.0M solution of HCl = 0.00.
