The idea of success in China is to get rich off other's suffering, then take the money and run to somewhere more clean, safe and free to enjoy their 'earnings'. Perhaps the elite in China don't understand the consequences of not having social justice or free speech. They won't get to keep the financial gains if money can't buy you clean air, food, or safety.

If those in power see no adverse consequences to their actions, then there is no impulse to change things. Unless they have to live in one of China's many slums, have their home destroyed for a renovation project so the rich can get richer, or have their children forced to speak a language they don't understand, why should China's elite care at all? Hasta la vista, Baby... I'm off to Dubai!

It is all about making money, no more no less.
Where I live in Sydney my dad's Chinese friends would come here and buy a $400k business with cash for business immigration, as soon as permanent residence is approved, they buy a house as a first investment, but they don't even live in it. The Chinese lady who bought a takeway shop near my workplace last month bought a $1.6million house, and she has no plan to live in it or renting it. As a condition for PR approval, she must live in Australia for three months. When the time is up, she can't wait to go back and help her husband's business.
My Chinese father is an Australian citizen, but he stays in shanghai for business longer than in Australia. Wealthy Chinese migrate overseas to diversify their assets, this DOES NOT mean they don't want to live in China anymore. There are many restrictions for Chinese nationals to invest overseas, especially land.
You need to pull your head out of the sand.
The poor Chinese would want to come here because there is higher social welfare than China. However Australian government does NOT accept poor Chinese.
