Is Suisun Bay open to the general public without a tour?

I read about the "Mothball Fleet" which I'd like to see; is there any way to see it without taking a tour? And is it possible to go there without taking a charter tour?

The reason I don't want to take a tour is because I'm on vacation and don't know how long I'll be there.

You can drive around hwy 12, 160, 4 and 680 to see the fleet

you can also rent a private boat or kayak to see closer, don't try to board, it is navy property and it is toxic.
