My boss comes to work hung over all the time...?

I work for a franchise pizza restaurant. It is owned by a very rich man who has no real dealings with the day to day operation. He has a supervisor who is in charge of running these issues. The supervisor oversees the store managers but is only in the store for a few minutes each week. My store manager does not deserve the position. Hr comes into work Hung over or drunk, he never works the times he is scheduled, he sleeps in the back, allows his friends in the store for extended periods if time, gives away tons of free food, talks to his employees in inappropriate and often sexual ways, and is all around lazy. How do we make this known without it looking like a mutiny or risking our job? All employees feel the same.

We do not have an HR department. It is a small operation.

Individually file complaints with HR or the supervisor. If you do it together it really will look like mutiny, but if it looks like you're all separately experiencing similar negative behaviors, red flags will go up with the people in charge.

There is a risk that you will lose your job if you say anything to the drunk, But you can talk to the supervisor. But you should all go see him as a group(more power). I hope you have good luck.
