@Larry L One can 'make policy' without being a government official if one simply agrees with a view in regard to non-renewable resources? That does not sound accurate.

The green movement was not at all a political activity to begin with. Then the leaches in office saw people catching on to the idea and it actually making a difference. Some decided to claim the green movement for themselves while others decided to point out how bad it was because corporations weren't making such a big profit anymore.

But if you somehow compel ME to reject fossil fuel use/abuse based on YOUR beliefs, then you are making policy*.
