Not sure if this helps but AutoDesk has 30 free drawing and animation programs if you register as a student. License is for 3 years and few questions asked.

There's only one flash animation program and it's called flash, and it costs a couple hundred bucks.

There is a program call Pencil (If you just show your artwork, and said it made by pencil, people think like with your hand in pencil lol):
