Yesss...I remember that movie. It was made around 1982. I think it was called, "The Soldier" or something like that. I think the opening scene of the movie started like this....
A limo-type car was driving rather fast down a deserted street in the early morning hours in Philadelphia. A woman pushing a baby stroller steps out onto the street and the car doesn't even slow slow down...it just mows her and the baby stroller over.
Shocked people look on, and then a constuction worker reaches into his lunchbox and racks the slide on a blued Colt Combat Commander pistol. It turns-out that the baby stroller only contained a baby doll, and all of the witnesses were actually foreign agents that were part of an assasination attempt. On the nearby steps of a government building, a group of black-clad commando types open fire on the group with MAC-10 submachineguns, wiping them out. A moment later, a helicopter lands and takes them away...as the bodies are loaded onto a truck and moved. The guys in black were actually the good guys.
