While your broadband connection can go up to 30mbps, that does not mean there is a solid 30mbps connection between your 360 and the server at Live. My guess is that the servers at Live have a maximum download speed to ensure more people can download instead of having a few high-speed users tie up their entire bandwidth.
Also, how is your 360 connected to your network? If it's with 802.11B then your WiFi connection is slower than your internet connection. Even 802.11G is pushing it. Use ethernet or upgrade everything to 802.11N.
Even running at 100% efficiency ( which is impossible) it would still take you about 2.5 minutes to download a 800mb file at 30mbps.
Anyways, I fail to see why you're complaining that it takes about 10 minutes to download 800MB. That's still about 10mbps which is easily twice my bandwidth.
It relies upon on fairly some issues however the main possible reason could be how a techniques away your Xbox is in comparison on your computing device out of your router.
