I read the article and all I can say is "cross dressing rights"? So, it's not good enough for gay service members to say they are gay, they want to wear skirts too?

I am bemused by your question. Piers are the places where boats dock.
As far as gay servicemen and women, I see no reason for them not to have every privilege as do their peers.
I will be voting for President Obama again in November.
