It means that it left the big warehouse in New Jersey that is the collection point for all the mail going to the various Area Europe (AE) zip codes. At the time noted in your question, it was put into the the military mail system and is inbound to the APO post office.

APO = Army Post Office AE = Armed Forces Europe

It means that it has been processed through the APO/FPO facility in New York that handles the mail for all AE locations. It will then go on a commercial or military flight to his location and get sorted there before he gets it. Can be another 5 to 14 business days before he gets it.

The package goes from the USPS to a mail Clerk from his unit who handels the mail.
