Can valid. Visa/part time job holders in UK use free NHS health service even with small wages?

It was claimed that a UK student visa holder with a valid part time job was entitled to NHS service. Is this true even if they have a very low wage job. In the US a low wage job would not be enough purchase private Heath coverage.

All legally resident visa holders have the right to use the NHS regardless of whether they are working or not, or their income. To be legally resident they must hold a visa that is initially issued for longer than six months, so it does not apply to visitors.

Visitors are however entitled to emergency treatment free of charge. The NHS never turns away someone in an emergency situation.

There are rumours that this right will be taken away from some groups of migrants such as students who do not contribute to the system like work visa holders do. They would be required to hold comprehensive health insurance instead which EEA students are currently required to do to be exercising their treaty rights correctly.
