My wife is looking for paper in 12x12 sheets, preferrably white, like as in the link below. We have looked online, and have been unable to find something similar lokoing under scrapbooking, doily, lace, etc...

While I'm not a fan of this company (just personal issues), they do have a type of "paper lace"

The other thing is that the person may be cutting them from Cricut templates:

Finally, they may have a laser cutter doing these papers from a design they made themselves. Laser cutters, while not cheap, are inexpensive enough that if a person thinks they will sell a lot, the investment might be worth it:

There are even companies out there that will take a design you make - and cut it for you.
