Well, since its a small fish I would probably feed the Shovelnose well until it reached 5 inches.Feed everyday until it reaches 5 inches.
At this time the fish should be big and strong enough to manipulate its feeding and slow down growth. A quality protein pellet is recommended. I didn't really understand the last part of your question but you can feed this fish live fish.
