I seriously doubt if your vet knows whether or not it was a seizure simply by what you told him.
Heart problems are usually pretty easy to diagnose, brain tumors need either an xray or cat scan to accurately diagnose, but a dog that falls over, twitching, then gets up doesn't sound like any heart or brain problem I've ever encountered. Without seeing your dog, noone, including your vet, can give you a proper diagnosis.
