GE Top load belt drive washing machine won't spin effectively.?

The drum will spin a little less than one full revolution, then a loud 'clunk' is head and it stops. I can spin it by hand in reverse endlessly, but when spinning it forward, it cannot complete one full spin. If I move the belt by hand, it does not come to a stop at all, and continues moving (in either direction) without any resistance.

All other functions of the washer seem to operate normally. It fills, washes, agitates, and drains fine. It just gets to the spin cycle and sounds like a death ray as it tries to spin but doesn't.

Do I need to replace the belt? Or something else? Any tips or advice would be appreciated.

Is there any oil leaking inside the cabinet? Remove the front panel (see link) A leaking transmission will sling oil in a spray pattern on the inside of the cabinet. If that is all dry and oil-free, it may be that the clutch is bad. Take the belt off and see if you can turn the transmission both ways. If it only moves one way or if there's oil present on the inside of the cabinet, it's the tranny. Time for a new washer.
