There are a few possibilities, none of them are good.
Some older analog TVs had a type of protective clear mask in front of the CRT (picture tube). In theory, those could be replaced at low cost, except today you're not going to find one in like-new condition.
Without the mask, the CRT itself would need to be replaced, about like changing the carburetor on your car, except cars don't have carburetors any more.
As for modern flatscreen sets, the display screen can be replaced, but it's even more technology and labor-intensive than the CRT (or carburetor) job. Basically, no one does that because the cost is about the same as a new TV, if not more.
So, depending on what TV you're referring to, your most practical choices are probably to live with the scratch or recycle and replace the TV.

If the screen is damaged it has to be completely replaced, which I guarantee will cost more than just buying a whole new TV. That assumes there are still replacement parts. Any TV 5 years or older stops having replacement parts manufactured for it, and anything pre-HD is nothing but a heavy paperweight.
