I look at the RadioReference's list of frequencies as volunteers update it all the time: http://www.radioreference.com/apps/db/?ctid=201#cid-101

Also look here to see that you are programming the correct frequencies for where you are living: http://wiki.radioreference.com/images/a/a8/LAPD_Bureau_and_Area_Map.JPG

From what I've read, you need to program the frequencies as a conventional channel and set the PL to 'FM'. From there, it should automatically decode the digital audio of LAPD audio and you should see a DG pop up on your screen. If you are not hearing LAPD, it might be because you are too far away.

Try checking out the RadioReference Forums ( http://forums.radioreference.com/ ) and post questions in either Radio Shack Scanners ( http://forums.radioreference.com/radio-shack-scanners/ ) if you have a specific question about the Pro-2096 or if you have a question about programming for LAPD in the California section ( http://forums.radioreference.com/california-radio-discussion-forum/ ).
