Do people know that we are on track to be energy independant by 2020 without Romney?

Romney's campaign says we'll be energy independant by 2020... but we're already on track for that already. Do people understand that this is not a Obama/Romney thing, but an energy plan our gov't is going to follow regardless of who wins in November?
