Do YouTube Views Count Even If You Don't Have An Account?

I've always wondered about this. I'm not completely sure whether YouTube still count people's Views who don't have an official YouTube account of their own.

Well, you can post videos under a Google Plus account and/or a registered YouTube Account. Anyways, when you post a video, YouTube will trace your IP address and the views on your video will build up until it gets around 300. Approximately at around 302-315 views, YouTube will then "freeze" them until real views increase over time.

No, in case you click on the video and watch the video, then it really is counted. even if, in case you watch a similar video from a similar gadget and browser without clearing your cookies, it heavily isn't counted as a view.

This is just my thoughts but i think they do. because without that kind of Counting System, how that huge amount of views could be made? and i think that is pretty reasonable.
