I saw this story on RCP (RealClear Politics) about how he de-regulated this Mass. clinic and now there's mass Meningitis outbreaks several years later. Do we blame him or someone else?

It looks quite likely. The company that caused it is in Mass., and under Romney had numerous violations of the health and safety code. Romney did nothing to punish them, and in fact put them in charge of regulating themselves. Twenty-five deaths so far is the result.
Republicans are all about dropping regulations. They never think about or care about the consequences.

all the people with meningitis would not get coverage if they had no insurance because Romney wants to repeal ObamaCare.
