What are some counterarguments to this bill?

This is for a government mock congress project;
My bill will help American veterans find jobs in the United States. It guarantees veterans a job when they return from being honorably discharged from the military. If the government does not place them in job of their studied field within a year, then the veteran will be put in Obamacare/financial aid.
The requirements: Veterans must have served at least 10 years in the military and they have to be honorably discharged.
Also, they will be put in a job where they have worked in. For example, if their military job was in accounting, their job will be similar to accounting. And if their job was nursing, then they will be in the medical field.
What are some counterarguments to this bill? And what are some comebacks to those counterarguments?

1) How will you procure funds for this program? Tax revenue bills are fairly difficult to pass.
2) When you mention that servicemen will get a job similar to the one they had in the military, how will you know that they will be qualified? Many skip college to join the army. They may need to go to college and get training beyond what is offered in the military to be truly qualified. And all of this takes money, again, of which this country seems face shortages.

It is a form of affimative action, which creates negative ripples. If you force a business to hire a less qualified person, it is a form of discrimation and unfairness. The vets should compete in the free market for jobs. It is the best way
