i was thinking of selling things on eBay but at the moment i have no money to pay seller fees at this time so i was wondering if they take it right away or when i get the money from the buyer

You will get charged fees as soon as you list and item and when you sell an item, but you will get an invoice from ebay within a month and then you pay it. So you do not need to have money before you list or sell. They will generally use the funds generated from your sell to pay your fees. You can set up how you want to pay your invoice under account>preferences.
