Yes. Cell phones have smart chargers.

It is not safe because charging time has limitation would i say 2-3 hours is enough to FULL CHARGE your cellphone and you are not conscious at that so that the probability to get you harm and unsafe gets incredibly higher. No matter what is the brand of your cellphone it is not advisable to charge a phone all night, :-)

Of course it is safe unless you got it in the 1980's. Phones and other expensive electronics have chargers that don't allow you to over charge your devise.
