1999 Ford Contour engine is flooding, I think. What is the problem?
My car is a 1999 Ford Contour with 149K miles on it. When I take it out for about 40 minutes or, turn off the ignition and run a quick errand and come back out to start the car it wont start.

What is the malfunction?

Everytime I drive the car for about 30 to 45 minutes, stop it to run and errand for like 5 minutes and get back in the car, it won't start. It will sound like its trying to turn over, but it wont, then it will shudder and die. I have to wait for about 45 minutes for it to re-calibrate itself and then I can restart the car. 

When I try to get the car going after the whole "45 minutes driving, 5 minutes off" deal, I usually have my foot on the break. When I try to start it and it won't turn over, I notice that it gets harder and harder to press on the break.

No motor vehicle will run without a timing belt or timing chain. it is not a 2 cycle engine. Saab used to make a 2 cycle motor vehicle engine a protracted, long term in the past, yet no longer Ford. Get an OBD2 examine achieved to work out what areas are no longer functioning. It the timing belt broke, there could have been a pointy knocking and then no working. while youmtry to start it it is going to spin lots quicker than oftentimes happening because of the fact a variety of of the compression is long gone. undesirable success. I would suspect a bad crankshaft (or camshaft) position sensor. When these sensors go bad, they still work when cold, however, when they get hot, the internal circuitry separates to where it doesn;t send signals back to the computer telling it that the engine is turning. You would most likely need to replace this sensor.

your car is electronic injection so it doesn't flood.

It's probably electric, some sensor went bad. 

Take it to a shop to have scanned, the error codes will tell whats wrong.

i agree with evil c but i would perform or have it performed is a fuel pressure check 
and done   with the engine run as you state . it  is possible the pump is not working correctly or the check valve or fuel regulator is not working correctly .-- this would  verify  they are good and then move to the cam sensor to check it  and you can do that with a  scanner for the signal.
