I registered my vehicle yesterday at DMV, but it says registration incomplete because I have to get it smogged first . So my car was stolen. But I have my "incomplete reg. " will that person be able to register the car in any way if they know the original owner of the vehicle & "makes" a bill of sale ?!! Please help !

A thief cannot register someone else's (your) car, besides you just told us that you have already registered it but only it needs a smog test to complete the registration.
Do you mean that you got a title for the car as well as license plates? Register is just a fancy name which means "to buy license plates for" . Have you reported the car stolen to the police? To your insurance company? You must do both.

they can't register the car. did you report it stolen? aren't you the owner of the car? you don't need to worry about registration, you need to worry about getting the car back in one piece. what kind of
car was it? they didn't steal the car to keep for themselves. they stole it either to strip it or maybe commit a crime with it. they aren't going to try and register it.

so call it in to the police and make a report. that way if they do try and register it- it comes up as stolen.<and you eventually get it back- in what condition- who knows>.

this is not low priced for the DMV fee in case you omit the due date very far back. they'll calculate from the final time you paid for the automobile earlier. You omit greater 365 days, you pay greater money. purely bypass to the DMV and ask them the entire quantity. i think of it is going to likely be $50 for the recent plates.
