Permanent Resident in Canada want to sponsor Niece(Under 18 years) to Canada, How can I do it ?

I am a Permanent Resident in Canada, Want to sponsor my Niece (who is 10 years) to Canada,
How Can I sponsor her. Does she become Permanent Resident after coming here ?
Can someone explain how can I do it, what is procedure for it? thank you

A niece is not a family member that ordinarily may be sponsored.

Members of the family class include:

parents,
grandparents,
(applications are not being accepted for the above two at this time)
children adopted outside of Canada or intended to be adopted in Canada,
brothers or sisters, nephews or nieces, grandsons or granddaughters who are orphaned, under 18 years of age and not a spouse or common-law partner,
any other family member if there is no spouse, common-law or conjugal partner, son, daughter, mother, father, brother, sister, grandfather, grandmother, uncle, aunt, niece or nephew who is a Canadian citizen, registered Indian or permanent resident or whom you may sponsor.

Adopting a child purely for purposes of immigration may constitute misrepresentation.

"Adoption of convenience
Officers must assess the authenticity of relationships between adopting parents and adopted
children. If there are reasonable grounds to believe that an adoption was undertaken primarily in
order to gain a status or privilege under the Act in Canada for the applicant, the application must
be refused."

However, if your niece does fall within a category of orphaned or you have no other family member that you could usually sponsor then it is possible for you to do that.
