Usually with Jello shots you can't use more than half the liquid called for in alcohol or it won't gel properly. I would use a package of orange jello. It usually calls for 2 cups water, but I would use 1/2 to 2/3 cup vodka and 1 and 1/3 cups other liquid, so you could actually dissolve the jello in 1/2 cup boiling water and then stir in 1/2 cup and 1/3 cup creamer and then 2/3 cup vodka, but I probably would use whipped cream flavored vodka rather than orange vodka or maybe half whipped cream and half orange. It is a good idea to use creamer because it is non dairy and alcohol will cause dairy products to curdle.
