I'm assuming you mean you want 360 waves and not long flowing hair waves?
If so, there's no really fast way of getting waves, it takes time and dedication. But if you want to speed up the process then you'd need to use a texturizer kit like wave-tex. That'll soften up your hair and make it easier to wave.
You'll need to get a good brush that's hard enough for your hair. Use some Brush in Waves and brush your hair like in the picture in wavebuilder's guide: http://www.wavebuilder.com/guide.html
1) Brush the top forward
2) brush the back down
3) brush the sides down diagonally toward your cheeks.
brush as much as you can. keep your hair moisturized and sleep in a durag or wave cap.

I think the fastest way would be to braid the hair and after a while take down the braids or to use a flat iron and twist it one way go down a little while still on the hair shaft and twist it the opposite way.

First puy a little bit little bit of gell all throughout your hair for maintain then put your hair in three-5 braids round your head and let it dry naturally then spray slightly bit of haispray on the braids for more maintain then when you wake up in the moring take out the braids and scrunch it a bit with some gel after which spray on a bit of more hairspray for hold this will seem first-rate, believe me, i've carried out it earlier than hope i helped!

You need these items:
hard tip brush
soft tip brush
S Curl 360 wave pomade (pomade always better than gel)

shampoo (any kind)
wave cap and/or durag

After showering braid your hair and dry it with a blow dryer. Or if its dry, braid and run a straightener over it a few times(:
