I'm a foreigner in England and in need of an IDP, but here in the UK it can only be issued with a British license. On the internet I haven't found information on how to get an IDP as a foreigner here. Any help will be much appreciated!

An IDP can only be issued to residents who hold a valid driver's permit in the issuing country. If you are American and belong to AAA, this can be done by mail. Go to the AAA website and put international driver's permit in the search box and you will be directed to the information page. You should probably use your American home address for this purpose and then have the new card sent to you in England.
