The first one is correct. The second would have been correct if the sentence would have continued.

Neither. In order to make a complete sentence, you have to state it this way:
The British Council was founded in 1934.

Neither, but the first is closest. It should be THE British Council was founded in 1934.

1) Because 2) doesn't have a tense in it. It could be British Council founded "another organization" in 1934. But not the way it's in here.

Both are wrong. "The British Council was founded in 1934." Somebody can 'found' a society, council, club, etc. The club etc 'was founded' by that person, or at that date, etc. A club cannot 'found' itself.
You must include 'THE' and 'was'.
Your native language poosibly does not have the concepts of 'the' and 'a' and 'some' - many languages don't have those concepts.
