Will he do this?

It means "permitted, allowed."

Other uses of the word "suffer" to mean "permit"
But Jesus said, Suffer little children, and forbid them not, to come unto me: for of such is the kingdom of heaven. (Matthew 19:14)
(allow the children to come to me and don't forbid them)
This phrase is frequently misquoted to mean that the little children are suffering.

It is the same word as in "Women's Suffrage," which meant "giving women the right to vote; permission to vote."

The archaic meaning of suffer is "to permit." It's awkward in this sentence because we don't use it this way today.
