Does the Department of Defense generally allow Civilian employees to work from home?

My Grandfather used to work for the Dept. of the Navy up until about 10 years ago & he would generally do most of his work out of his office @ home & would fly to Washington about once a month or so for about a week. Is this normal?

Its true for many Government Departments. Depending on the job, of course, it saves office space and related costs, and the employee saves on commuting.
