how to solve white screen virus without safe mode?

i recently got the white screen virus and i need help fixing my computer i am unable to boot up in safe mode because if i do my monitor will not turn on or detect me computer. due to recent things i am using a laptop with a broken screen hooked to a monitor and the monitor will not turn on in safe mode.

the monitor does not turn on untill signed in so using a dvd would not work because i cant see the screen.
