Parents and/or guardians, teacher(s), special ed. teacher, someone who is familiar with the issue at hand (verbal issues, autism spectrum), sometimes the principal. Anyone who is working with the child in question is to attend so that the group can have a committed response to the child's needs, I have sat in on ones for my own child and a few for a child who I was working with. Usually it's pretty dull, addressing short term goals and long term and steps to reach them.
