The City of Washington has limited self-rule. There is a mayor and a city council, that enact and execute laws and provide the usual range of city services.
But--and this is a BIG but--Congress reserves the right to review the actions of the local government, and to reverse any they don't agree with.
This has become a big issue since the House is controlled by the Republican Party, and DC government is largely controlled by the local Democratic Party.
And since DC doesn't have a voting member in Congress, there is little they can do to get their views heard.
