Court Square public library is not on top level. It's on street level.

It's a nice idea to save space in a city that has little to no space to expand. However, it depends on the building and community. In my opinion, a library in a modern skyscraper is a nice place to be.

All well and good. It would be even better if they would bump these libraries up to the top floors of the buildings; I'm sure the view from the top of One Court Square is nice, and when I'm in a library reading or studying I like to take breaks to stare out windows anyhow.
