Like the title says, I love drawing but lately I feel weaker than I used to be. I used to train a little bit of weightlifting but have been stopped doing that for quite some time since I'm afraid building muscle will make my hand, arm, and finger stiff.
So the question is: if I build muscle, will it affect my drawing skill?

I don't believe weight training will adversely effect your drawing skill. Granted, I did become stiff a few times from training with weights, but it was never enough to stop me from holding a tool, or that I couldn't rub out in a few days. Make sure you stretch before and after your workout and that should minimize any stiffness. You may need to cut down on the amount of weight that you are pushing if you find yourself getting too stiff over a period of time, and there is nothing wrong with a decision like that. You can do isometric exercises that don't use weights at all to stay in shape, and then you can draw to your hearts content.
So long as you keep drawing in tandem with your exercise it shouldn't have an effect, because really any break from drawing will make your abilities deteriorate, so just keep drawing.
