It's not your PS3 account, that's your USER account. Though I believe you mean PSN account which your ONLINE account. If you do mean PSN (NOT PS3) account, then yes, of course, as it's still the same service.
And yes, you can message friends, because again, it's still the same service.
It's ALL PSN.
