Ok see for the last 3 weeks he's been saying he loves me. And I won't say it back. The thing is whenever I'm not with him I can't keep him off my mind. I do love him. I jut won't let myself say it because I'm afraid what if something happens and we break up I just don't want my heart to break. But I really do love him. What should I do?

Its ok, if you love him then he knows it and to be honest i love where people don't say it, " As they say if you really love someone, Prove it , its better than saying it , so my advice would be to just keep it going like it is going, people have problem saying I LOVE YOU, to the people they love the most.It's a good thing.

Heartbreak is just a part of life, and more likely than not it WILL happen to you, unfortunately. I personally think you should say it if you do truly feel it because it's a beautiful, special thing to hear those three words from your significant other.
