Do you know the one I am talking about? I am pretty sure that the artist is Norman Rockwell/Saturday Evening Post Magazine.

The painting is documented as far as 1900c. so Norman Rockwell was a teenager (12-15), not impossible for a talented painter (as he was), but a bit hard to believe that the illustration was made by a boy. His first cover painting was released in 1916.
By the way, in the book "Covers of the Saturday Evening Post: Seventy Years of Outstanding Illustration" by Jan Cohn, there is not a single illustration matching your query. The more similar,
