What a bizarre story! I had never thought about how GPS was calculated. I always assumed it was from satellites. But since the story says we have locators all over the world except Russia, I would insist that if they put them here, we put them there. We'll see which side of their paranoia is worst! LOL

GPS systems do work using satellites alone, but to connect the GPS coordinate grid with a map of the real world, you have to monitor GPS ground stations that are located at known map locations.
For the Russian GPS system to work well in the USA, there would have to be monitoring stations on U.S. soil.
The American GPS system is designed so that, if needed, it could be made to work only for the U.S. military; this is called "selective availability". If the Russians had a separate GPS system that also worked well in the U.S., the Russian system could be used as an alternative to the US system for targeting by enemies --- not just Russians but international terrorists.
