Why do we accept financial penalties as the key way of enforcing regulations?

When it is shown repeatedly that people are willing to just pay off the regulatory bodies until they come back again next year and repeat the process?

When will government learn that their intrusion is simply seen as something to be covered by profit margins?

Why is the entire population subjected to this very same mentality for doing things that are comparatively petty and unimportant?

I he no idea why any one would think that a $100,000 fine for willfull safety violations that result in a workers death is a suitble way of enforcng regulations on a company that has nine billion in revenue.
